As a senior member of the House Ways and Means Committee, Rep. Kelly plays an important role in planning for the federal government’s revenue and spending blueprint determining how best to raise revenue and wisely spend taxpayer dollars. Rep. Kelly uses his position on the tax-writing committee to advocate for responsible fiscal policies that promote economic growth while safeguarding Americans’ hard-earned tax dollars.
Rep. Kelly believes that the role of the federal government is to create an economic environment where the American entrepreneurial spirit can thrive and flourish. We must do more to encourage businesses of all sizes to grow by reducing Washington’s red tape and costly, burdensome regulations. Our economic and regulatory policies should promote increased production and real wage growth created by new opportunities and good-paying jobs. By selling more of what we produce and grow around the globe, we can boost wages, jobs, and manufacturing, here at home.
A competitive tax system is an important tool to spur economic expansion and advance U.S. global competitiveness abroad. Fighting to lower taxes on American families and U.S. businesses, Congressman Kelly played a leading role in enacting the 2017 Tax Cuts and Jobs Act (TCJA), which provided significant tax relief to middle-income families as well as small businesses on Main Street, while making the tax code simpler and fairer. Rep. Kelly believes Pennsylvanians know how best to spend their hard-earned dollars better than the government and Washington bureaucrats.
Throughout his tenure on the Ways and Means Committee, Rep. Kelly has been a strong advocate for renewable energy as well as supporting conventional energy resources to increase America’s domestic energy production, lowering energy costs to U.S. businesses and American families. He has worked to enact key tax incentives that have led to the success of the biodiesel and energy efficiency industry thereby reducing America’s dependence on foreign sources of energy and creating jobs in rural American.
As Ranking Member of the Ways and Means Oversight Committee, Congressman Kelly co-authored the Taxpayer First Act, which was signed into law in July of 2019. The Taxpayer First Act reforms the IRS and transforms it into a taxpayer-first agency through a comprehensive customer service strategy. The less time our nation’s innovators, employers and workers have to spend trying to figure out how to comply with our tax system, the more time they have to grow their business and create.
