Education

The issue of education is important to our district and to my work in Congress.
As a former school board member, Rep. Kelly saw that local control and community involvement were not to be underestimated. Giving communities the tools and the flexibility to address their particular needs not only encourages greater local involvement in education but also gives students an example of the ingenuity and perseverance that will serve them well in the world today. It is important to enact education reform that empowers teachers and encourages students to succeed. We need to focus on expanding parental choice, enacting accountability, flexibility, and ensuring education is not being micro-managed at the federal level.
There is a growing need to expand our focus on higher education from just the traditional colleges. In a dynamic, global economy, Americans need to be able to train for the careers of the 21st century, including technical and skilled occupations. Supporting an array of educational facilities provides our workforce the greatest chance to compete and succeed in today's global economy.
The following is a list of bills Rep. Kelly has supported to improve American's education system and make our workforce more competitive:
- Defending and ensuring the rights of parents are protected in our Nation’s public schools: Rep. Kelly has cosponsored and supported H.R. 6056, the Parents Bill of Rights Act to protect parental involvement by reinforcing their right to be heard and their right to see curriculums. America’s parents should never feel powerless – they should be empowered to having an influence in their own children’s education.
- College Affordability and Transparency: Rep. Kelly is a co-lead and supporter of H.R. 5380, the Helping Students Plan for College Act. This bill would ensure students know upfront whether additional scholarships they earn will reduce the amount of student loans they will need to borrow.
- Prevention of Critical Race Theory in Schools: Rep. Kelly has cosponsored H.R. 5047, the Empowering Local Curriculum Act which would clarify that the Biden Administration cannot leverage existing federal funds to mandate that schools teach Critical Race Theory (CRT). Local school boards must be accountable to the parents, not the Administration.
- Every Student Succeeds Act: This legislation was signed into law on December 10, 2015, which effectively dismantles No Child Left Behind by rolling back federal control of our nation's public schools, restoring control to local communities and individual school districts, and empowering parents to be more involved in their children's education.
