OF FLOOR SPEECH

Washington, D.C. —Representative Mike Kelly (PA-03) issued the following statement on his vote today in support of the Access to Capital for Job Creators Act (H.R. 2940), which removes the regulatory ban that prevents small, privately held companies from using advertisements to solicit investors:

“As a small business owner, I speak from experience when I say that access to capital is absolutely essential to the survival and growth of any business. With nearly 14 million Americans out of work right now and millions more underemployed, Washington needs to be doing everything in its power to break down any and all barriers that prevent job creators from having the tools, namely the capital, they need to grow and expand their business.

“I campaigned on the promise that I’d be a voice for small business in Washington, and today I spoke on their behalf, asking my colleagues in the House to remove an unfair and unnecessary barrier to growth that’s tying the hands of America’s job creators.

“Today, with bipartisan support, we removed an SEC regulation that restricts the ability of small businesses to raise capital and attract new investors so they can create the employment opportunities America so greatly needs.

“Small businesses are having a hard enough time in this economy; they don’t need to be further limited by an outdated regulation that doesn’t comport with 21st century capital markets.”
