Kelly supports bipartisan, bicameral legislation suspending normal Russia, Belarus trade relations

WASHINGTON, D.C. -- Today, U.S. Rep. Mike Kelly (R-PA) voted for the "Suspending Normal Trade Relations with Russia and Belarus Act," bipartisan and bicameral legislation to revoke trade preferences for Russia and Belarus. The goal of the bill is to cut off export revenue that can indirectly fund President Vladimir Putin’s war of aggression in Ukraine.

"This is yet another unified step Congress can take to hold Russia accountable," Kelly said. "The U.S. cannot bankroll Vladimir Putin's war machine. This legislation further shows Congress's strength and ability to economically combat Russia's unprovoked attack of Ukraine and to protect American allies across eastern Europe."

The bill:

  • Suspends "permanent normal trade relations" for Russia and normal trade relations for Belarus.
  • Increases tariffs on other imports from Russia.
  • Provides off-ramps for Russia and Belarus, with Congressional approval, pending the two countries' aggression and/or involvement in Ukraine.
  • Urges Congress to pass the "American Energy Independence from Russia Act" to reduce dependence on foreign actors while lowering energy prices for American citizens.
  • Encourages American allies to take similar steps to end normal trade relations with Russia and Belarus.

This latest move by the U.S. House of Representatives follows last week's vote passing legislation to block all oil and gas imports from Russia, which Rep. Kelly supported.
