Representative Mike Kelly Votes in Support of REINS Act
Washington, D.C. —Representative Mike Kelly (PA-03) issued the following statement on his vote tonight in support of H.R. 10, the Regulations from the Executive In Need of Scrutiny (REINS) Act, which will require Congress and the President to sign-off on all new regulations that have an economic impact of $100 million or more:
“At the beginning of 2011, President Obama published an op-ed in the Wall Street Journal in which he wrote, ‘[R]ules have gotten out of balance, placing unreasonable burdens on business—burdens that have stifled innovation and have had a chilling effect on growth and jobs.’
“The president was right, and I welcomed his call to reduce the regulatory burdens that prevent growth and job creation.
“Unfortunately, his rhetoric on regulations does not match his record.
“In 2011 alone, President Obama and his administration proposed more than 200 regulations costing over $100 million each, seven of which will cost the economy more than $1 billion each.
“The time for talk is over. Since the president’s op-ed, only one regulation has been overturned, and our economy has gotten worse, with a credit downgrading and national debt that is now higher than $15 trillion.
“The REINS Act will force action, holding Members of Congress and the president accountable for the decisions they make that have a direct and significant impact on our nation’s private sector. As the acronym implies, it will keep a tight rein on costly government regulations that are standing in the way of our economic recovery and threaten our economic freedom.”

H.R. 10 passed the House with bipartisan support by a vote of 241 to 184.
