House passes Defund Planned Parenthood Act & Born-Alive Abortion Survivors Protection Act

Kelly: “This is an issue of conscience and conviction”

WASHINGTON — U.S. Representative Mike Kelly (R-PA) voted today in support of the Defund Planned Parenthood Act of 2015  (H.R. 3134) and the Born-Alive Abortion Survivors Protection Act (H.R. 3504), which were each passed by the House of Representatives with bipartisan support. Rep. Kelly delivered remarks on the House floor in support of both bills this morning.

Highlights of Rep. Kelly’s floor speech:

“I stand before you today not as a Republican or as a member of this House, but as a fellow human being. And I wonder, how did we get to this point? How do we somehow compromise in our mind what it is that we’re talking about today? And I want you to disconnect from any organization or agency and concentrate on the act of what is taking place. 

“This is not a ‘blob of tissue.’ This is one of America’s sons or daughters waiting to be born. And [videos reveal] they’re taken from their mother’s womb – the safety of their mother’s womb – and they’re taken out very carefully so that [Planned Parenthood] can harvest certain body parts.”

“This is an issue, human being to human being. This is an issue of conscience and conviction. … This is about our sons and daughters. This is about a horrific act that is repulsive and repugnant. It has no place in America, and America’s taxpayers refuse to pay for that kind of act.”

NOTE: H.R. 3134 – introduced by Rep. Diane Black (TN) – precludes any federal funds from being authorized or appropriated for one-year, for any purpose, to Planned Parenthood Federation of America, Inc., or any affiliate or clinic of that organization, unless such entities certify that those affiliates and clinics will not perform, and will not provide any funds to any other entity that performs an abortion during such period. Planned Parenthood is currently a tax-exempt organization that receives more than $500 million in taxpayer funding every year. It 2013 alone, it reported $196 million in business.

H.R. 3504 – introduced by Rep. Trent Franks (R-AZ) – establishes requirements for health care practitioners to exercise the proper degree of care in the case of a child who survives an abortion or attempted abortion.
